{"id":6051,"date":"2022-09-27T05:59:26","date_gmt":"2022-09-27T05:59:26","guid":{"rendered":"https:\/\/cpmirror.com\/?p=6051"},"modified":"2022-09-27T05:59:27","modified_gmt":"2022-09-27T05:59:27","slug":"ec-adopts-regulation-on-recycled-plastic-food-contact-materials","status":"publish","type":"post","link":"https:\/\/cpmirror.com\/index.php\/2022\/09\/27\/ec-adopts-regulation-on-recycled-plastic-food-contact-materials\/","title":{"rendered":"EC Adopts Regulation on Recycled Plastic Food Contact Materials"},"content":{"rendered":"\n<p><em>European Commission (EC)<\/em>&nbsp;publishes new regulation encompassing recycling processes for all plastics intended to come into contact with food; outlines authorization procedure for recyclers, enforcement for Member States<\/p>\n\n\n\n<p>On September 15, 2022, the&nbsp;<em>European Commission<\/em>&nbsp;officially adopted the new regulation on recycled plastic materials and articles intended to come into contact with food,&nbsp;<a href=\"https:\/\/food.ec.europa.eu\/safety\/chemical-safety\/food-contact-materials\/plastic-recycling_en\" target=\"_blank\" rel=\"noreferrer noopener\">(EU) 2022\/15XX<\/a>. The new regulation requires the&nbsp;<em>European Food Safety Authority (EFSA)<\/em>&nbsp;to assess and, if appropriate, authorize traditional as well as novel recycling processes \u201ccapable of producing safe plastics\u201d while also outlining quality control and enforcement. The regulation comes into effect October 2022, and the&nbsp;<em>Commission<\/em>&nbsp;has developed a&nbsp;<a href=\"https:\/\/food.ec.europa.eu\/safety\/chemical-safety\/food-contact-materials\/plastic-recycling_en#questions-and-answers\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>&nbsp;with answers to frequently asked questions about the regulation and how it will be applied.&nbsp;&nbsp;<\/p>\n\n\n\n<p>To assist with transparency and enforcement by Member States, the regulation \u201csets up a Union (EU) register of recyclers, recycling processes, recycling installations, the facilities where these installations are located, recycling schemes and novel technologies.\u201d&nbsp;<em>EFSA<\/em>&nbsp;already evaluates PET recycling procedures, but the new regulation also \u201crequires that&nbsp;<em>EFSA<\/em>&nbsp;provides an opinion on whether novel recycling technologies are suitable to be used as a basis for recycling processes based on the kind of plastic input they are intended for\u201d (FPF&nbsp;<a href=\"https:\/\/www.foodpackagingforum.org\/news\/efsa-cep-panel-updates-from-november-2021-to-april-2022\">reported<\/a>). Any recycled plastic food contact materials (FCMs) produced through these processes both in the EU and imported must also follow rules from Regulation&nbsp;<a href=\"http:\/\/data.europa.eu\/eli\/reg\/2011\/10\/oj\" target=\"_blank\" rel=\"noreferrer noopener\">(EU) 10\/2011<\/a>&nbsp;on plastic FCMs.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>The EU collected comments on the proposed regulation between December 2021 and January 2022 (FPF&nbsp;<a href=\"https:\/\/www.foodpackagingforum.org\/news\/draft-eu-regulation-streamlines-certification-of-plastic-fcm-recycling-processes\">reported<\/a>) and released an updated draft in March of 2022 (FPF&nbsp;<a href=\"https:\/\/www.foodpackagingforum.org\/news\/update-on-recycled-plastics-fcm-regulation-in-europe\">reported<\/a>). In the time since March, the recycled plastics regulation had to be approved by Member States and the&nbsp;<em>European Parliament<\/em>.&nbsp;<em>FPF<\/em>&nbsp;commented on the original draft (FPF&nbsp;<a href=\"https:\/\/www.foodpackagingforum.org\/news\/plastic-recycling-in-eu-fpf-concerned-about-draft-regulation\">reported<\/a>) with concerns about the chemical safety of packaging that could be put on the market under the \u201cnovel technologies\u201d label. A systematic review of chemicals migrating from polyethylene terephthalate (PET) beverage bottles, co-authored by scientists from&nbsp;<em>FPF,<\/em>&nbsp;<em>Brunel University<\/em>, and others, showed that recycled PET is a source of migrating hazardous chemicals, including&nbsp;<a href=\"https:\/\/www.foodpackagingforum.org\/food-packaging-health\/bisphenol-a\">bisphenol A<\/a>&nbsp;(BPA, CAS 80-05-7) (FPF&nbsp;<a href=\"https:\/\/www.foodpackagingforum.org\/news\/scientific-review-reveals-the-chemicals-migrating-from-pet-drink-bottles\">reported<\/a>), highlighting the need for increased safety evaluation of&nbsp;<a href=\"https:\/\/www.foodpackagingforum.org\/food-packaging-health\/plastic-recycling\">recycled plastics<\/a>&nbsp;used in direct food contact.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Nils Johansson argued in a recent&nbsp;<a href=\"https:\/\/link.springer.com\/article\/10.1007\/s11625-022-01220-0\" target=\"_blank\" rel=\"noreferrer noopener\">comment in&nbsp;<em>Sustainability Science<\/em><\/a>&nbsp;that in order \u201cto limit hazardous substances in a circular economy, the focus needs first and foremost to shift from the current win\u2013win paradigm of the circular economy, to become more reflexive.\u201d There needs to be systems in place, Johansson writes, that make the trade-offs between increased chemical exposure and decreased material use \u201cvisible, communicated and discussed.\u201d Since currently \u201cthe complex balancing between the positive and negative effects of a circular economy disappears behind the threshold limits.\u201d<\/p>\n\n\n\n<p>Upcoming revisions to the\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/environment.ec.europa.eu\/topics\/waste-and-recycling\/packaging-waste_en\" target=\"_blank\">packaging and packaging waste directive<\/a>\u00a0as well as the\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/food.ec.europa.eu\/safety\/chemical-safety\/food-contact-materials\/revision-eu-rules_en\" target=\"_blank\">FCM legislation\u00a0<\/a>will continue to push all steps of the food packaging value chain in line with the goals of the EU Circular Economy Action Plan (FPF\u00a0<a href=\"https:\/\/www.foodpackagingforum.org\/news\/ec-publishes-circular-economy-action-plan\">reported<\/a>), Chemicals Strategy for Sustainability (FPF\u00a0<a href=\"https:\/\/www.foodpackagingforum.org\/news\/ec-publishes-circular-economy-action-plan\">reported<\/a>), and Farm to Fork Strategy (FPF\u00a0<a href=\"https:\/\/www.foodpackagingforum.org\/news\/eu-farm-to-fork-strategy-announces-timeline-for-fcm-revisions\">reported<\/a>).\u00a0<\/p>\n\n\n\n<p>Source : foodpackagingforum\u00a0\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>European Commission (EC)&nbsp;publishes new regulation encompassing recycling processes for all plastics intended to come into contact with food; outlines authorization procedure for recyclers, enforcement for Member States On September 15, 2022, the&nbsp;European Commission&nbsp;officially adopted the new regulation on recycled plastic materials and articles intended to come into contact with food,&nbsp;(EU) 2022\/15XX.
