The meeting concluded with a collective appeal for fair, transparent and responsible paper pricing practices.

The meeting brought together representatives of seven regional associations representing Haryana, Punjab, Himachal Pradesh, Uttar Pradesh, Uttarakhand, Rajasthan and Delhi. The participating associations expressed serious concern over sudden and steep increases in paper prices, often announced with immediate effect, leaving corrugated box manufacturers with little time to revise customer quotations, recover additional costs or honour existing commercial commitments without affecting their margins.

Five-Day Paper Purchase Boycott from October 12–16

As part of the joint resolution, all seven regional associations have appealed to corrugators across North India to observe a five-day boycott of paper purchases from October 12 to 16, 2026.

The proposed action is intended to convey the collective concern of corrugated box manufacturers over what they consider unreasonable and unsustainable paper price increases. The associations have called for greater transparency, reasonable advance notice of price revisions and more predictable pricing practices to enable manufacturers to plan procurement, production and customer commitments effectively.

The resolution reflects the industry’s growing demand for a more balanced approach to pricing across the paper and corrugated packaging value chain.

FCBM Calls for Transparent and Fair Pricing Practices

The Federation of Corrugated Box Manufacturers of India (FCBM) has also taken a firm position on the issue, urging paper mills to address concerns regarding simultaneous price increases, immediate implementation of revised rates and the lack of adequate transparency in pricing decisions.

According to the concerns raised by the corrugated packaging industry, when several mills announce price increases at the same time, manufacturers face considerable difficulty in adjusting prices for customers, particularly when existing orders have already been accepted at previously agreed rates.

FCBM has called for greater clarity in paper pricing and reasonable advance communication of proposed increases. Such measures, the industry believes, would help corrugators make informed purchasing decisions, manage working capital and maintain continuity in production and customer supplies.

Appeal for Government Intervention

FCBM has urged the government to intervene if concerns regarding potentially coordinated pricing practices persist. The federation has also previously raised complaints concerning alleged cartelisation before the Competition Commission of India (CCI).

The industry’s appeal seeks to ensure fair competition, transparent market practices and a level playing field for corrugated box manufacturers. Any concerns regarding possible anti-competitive conduct would need to be examined by the competent authorities in accordance with applicable law.

Corrugators have highlighted that rising paper costs, increasing operating expenses, working capital requirements and limited opportunities to pass on sudden cost increases are putting additional pressure on the sustainability of their businesses.

A Call for Accountability Across the Value Chain

The participating associations emphasised that their position is not directed against the paper industry as a whole, but against pricing practices they believe undermine the stability of the corrugated packaging sector.

Paper is a key raw material for corrugated box manufacturing, and abrupt price movements can affect the entire supply chain, from box manufacturers to customers and end users. The associations have therefore called for responsible commercial practices that recognise the business realities faced by both paper mills and corrugators.

The joint resolution marks a collective effort by North India’s corrugated packaging associations to bring these concerns to the forefront and seek constructive engagement with the paper industry and government authorities.

The message from the meeting was clear: the corrugated packaging industry seeks transparency, predictability and fairness in paper pricing to protect the long-term sustainability of the entire value chain.

Participating Associations

Federation of Corrugated Box Manufacturers of India (FCBM)

Haryana Corrugated Box Manufacturers Association (HCBMA)

Uttar Pradesh Corrugated Box Manufacturers Association (UPCBMA)

Rajasthan Corrugated Box Manufacturers Association (RCBMA)

Punjab Corrugated Box Manufacturers Association (PCBMA)

Uttarakhand Corrugated Box Manufacturers Association (UKCBMA)

Himachal Pradesh Corrugated Box Manufacturers Association (HPCBMA)

North India Corrugated Manufacturers Association (NICMA)

Note: The five-day purchase boycott is an appeal issued by the participating associations.
